Introduction
Sherrill Oman, nationally recognized as bond counsel by The Bond Buyer’s Municipal Marketplace Directory (commonly referred to as the “Red Book”), has advised clients for more than 25 years in real estate acquisition and financing transactions. She practices primarily in structured finance, including public finance, and real estate development and redevelopment, with a special emphasis on nonprofit entities and multifamily and cooperative housing. She represents mortgage lenders and developers in acquisition, development and financing transactions, acts as bond counsel and lender’s counsel in small issue (manufacturing), 501(c)(3) (on behalf of nonprofit organizations), and multifamily housing revenue bond issues involving various structures and credit enhancements, and has substantial experience in tax increment and tax-abatement financing. She aids governmental entities and private companies in the structuring and issuance of taxable and tax-exempt debt.
As general counsel to a large housing and redevelopment agency, Sherry has the ability to bring the viewpoints of both the developer and the governmental entity to public-private partnerships. She has been involved in more than a dozen large mixed-use projects, most involving extensive collaboration between the developer and the local government. She is familiar with the local, state, and federal programs available to further both public-private partnerships and private development.
