Dulce J. Foster Named Winner of 2008 Elmer H. Wiblishauser Author’s Award


Minneapolis, MN December 12, 2008 – – Fredrikson & Byron is pleased to announce that Dulce J. Foster, a shareholder in the firm’s White Collar & Regulatory Defense and Commercial Litigation groups, was awarded the 2008 Elmer H. Wiblishauser Author’s Award from the Minnesota State Bar Association Publications Committee. Dulce received the award as the author of the September 2007 Bench & Bar article, “Pursuing the Predators: Regulators Response to Mortgage Fraud,” which addressed issues affecting many areas of practice that have only become more salient as the “real estate bubble” has deflated.

Dulce’s practice focuses on white collar criminal defense, administrative and regulatory matters, False Claims Act defense and corporate investigations and compliance. Her white collar and regulatory defense caseload has included Medicare fraud, anti-kickback, Food & Drug Administration law, foreign corrupt practices, securities fraud, tax evasion, election fraud, bank fraud, mortgage fraud, immigration  and other criminal matters. She also has experience with internal corporate investigations, Medicare reimbursement appeals, debarment and exclusion, and healthcare provider licensure proceedings. Dulce’s clients have included business owners, corporations, medical device manufacturers, hospitals, physicians, and politicians.

The Wiblishauser Author’s Award is presented annually by the MSBA Publications Committee to the individual member judged to have contributed the best article to Bench & Bar in the preceding fiscal year. The award is named after the late Elmer Wiblishauser, a member of the Publications Committee for over 30 years and a five-term treasurer of the MSBA, who in the late 1950s spearheaded the effort to establish an Author’s Award. Among the criteria used in judging articles for the award are: quality of writing, timeliness of subject matter, breadth of interest to lawyers across the profession, and success engaging readers’ interest.
