Tom advises clients on matters related to environmental and energy regulation, compliance, permitting and litigation.
Tom has litigated environmental matters before federal district, circuit courts and California state courts; he also has experience with environmental review processes for energy leasing on public lands. He draws from this experience to help clients navigate the often-complex environmental regulatory landscape.

- Litigated claims arising under cornerstone environmental and administrative laws, including the: Clean Water Act, Endangered Species Act, National Environmental Policy Act, Resources Conservation and Recovery Act, Administrative Procedure Act, California Environmental Quality Act and California’s Proposition 65 law.
