Overview

Haley’s practice focuses on regulatory and energy law matters, as well as commercial litigation.

Haley is a shareholder in Fredrikson’s Energy and Litigation Groups. In her energy practice, Haley focuses on assisting clients with wind farm, solar, transmission and pipeline permitting matters. Haley is part of a team advising utilities, independent power producers, independent transmission companies, and pipeline companies on siting, routing, permitting and other regulatory matters before the Minnesota Public Utilities Commission, South Dakota Public Utilities Commission, Wisconsin Public Service Commission, and other federal, state and local agencies.

In her litigation practice, Haley primarily represents clients in litigation related to energy infrastructure in trial and appellate courts. Haley has experience in both state and federal courts, administrative proceedings, and arbitration and mediation.

  • Represents clients in appeals in state and federal courts in Minnesota, South Dakota and Wisconsin.
  • Part of a team representing independent power producers in siting of wind farms and solar projects in Michigan, Minnesota and South Dakota.
  • Part of a team for 300-mile crude oil pipeline for certificate of need and pipeline routing permit in Minnesota.
  • Lead attorney representing independent power producer in wind farm siting and transmission routing proceeding in Minnesota.
  • Advises clients on issues related to Minnesota’s Community Solar Garden program.
